Oak Harbor Noise Disclosure

In 1992, Oak Harbor adopted the same Island County noise disclosure written for builders, but required it to be used for buyers and renters.  A fine of $1000 was imposed for failure to secure a signature on the disclosure prior to sale.

Who was this disclosure intended to protect  – buyers, as county law intended? Or was it intended to protect the City of Oak Harbor, Island County, and realtors?

This same disclosure has been found to not meet legal Island County noise disclosure requirements.  Will (has) Oak Harbor updated it, and is a fine still imposed?  if not, why not?    Click this copy of the law to enlarge:
